In this clause "forced transfer" actually means "forced transfer" as the people transferred were the people transferred out of the relevant territory, not into it. I am trying to confirm whether this is indeed the view of Rudd and the Labor Party or if Carr has made it up on the run at the Lakemba Mosque.
