You've got the wrong game, 15 on the field in rugby union, 13 in rugby league, 4 interchange 1 for injured player replacement, Manly used 18. They had named a squad of 20, normally 21, then they omit 3. 20 + 7 = 27... 7 is about a 1/4. 20 were willing to play 7 were not.
