When there's no input then there shouldn't be any compensation. If Govt permits building on flood plains then Govt should cough up !

One solution to long-term flooding , for example the
Los Angeles river canal in California could be to build
concrete lined canals near developed areas to divert
the flood waters into low lying flat rural areas thus
creating temporary lakes which eventually would
evaporate.
