Morrison is a master at palming off responsibility. State cooperation has been absolutely necessity during the pandemic as we operate within a federation, and the States have considerable authority, but not absolute authority. Morrisons National Cabinet was a very good idea which allowed for coordination between federal and state. A good test of that will come with the vaccine rollout and distribution. Mostly a federal reasonability, but the states will have their part to play.
