Individual politicians do put up proposals, but they then have to get
the support of their other backbenchers party members.
If they get wide support then the minister then talks to the cabinet
about the proposal. That is the general way it works but many short
cuts might be involved. Never the less unless the push comes from the
public that is how non run of the mill projects get up.

America has had a little taste of what having the fundamentalist atheist would look like in power. Planned planned parenthood selling baby parts (no wonder Biden and China get on), rioting in the streets daily, the lying liberal media and tech companies hiding the truth daily, the gw religion demanding lockdowns while their high priests live it up, the Hollywood deviants allowed to pervert the mind of kids even more and mayors sending covid patients into nursing homes while calling the president racist for stopping flights from China. Yep that is what having the corrupt irrational fundamentalist atheist in power looks like. Oh but don't forget to virtue signal by wearing a mask or kneeling to the murderous blm's causes. That is their symbol of self righteousness.

"Having parliamentarians make recommendations for capital expenditures can lead to political maneuvering and corruption as money can be directed where it would result in votes."

On the one side, its the governments job to do good things for the community.

That a political party might cherry pick individual electorates to focus its efforts on is both understandable, but concerning.

This may take away from the needs of other electorates, whom paid their taxes and are entitled to the same improvements in their community as any of the others.
