They won't pay until the crisis is officially labelled a 'pandemic' by the WHO, and the WHO are holding out, because the insurance policy lapses in a month or so, and I think maybe they were hoping to not have to pay.

This is ridiculous 100,000 infected in over 90 countries, and they're holding out for the sake of the investors interests (who were earning a healthy interest rate anyway) instead of using the money to do what it's supposed to do.
