on the surface that sounds fairly straight forward a bit like "Life is what You make it".
The problem that many of us face on a daily basis is that we're not allowed to make choices.
Govt bureaucracy & its army of incompetent & callous public servants will do anything to throw obstacles in the way of any decent citizen.
So, it is in fact "life is what bureaucrats let you make it".
