"How many Prime Ministers and Government Ministers have allegiance to foreign power in the form of Rome, the Vatican and the Holy See?"

None as none are/were citizens of the Vatican State, however anyone may have Spiritual allegiance without it affecting their Temporal allegiance.

Just out of curiosity, what do you mean by Rome, the Vatican, and the Holy See?"
