North Korea hit a nerve , Trump's nerve , in Guam which he rules.

"The US federal government rejected the version of a commonwealth that the government of Guam proposed, because its clauses were incompatible with the Territorial Clause (Art. IV, Sec. 3, cl. 2) of the U.S. Constitution : "The Congress shall have Power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the United States;"
The island has been considering another non-binding plebiscite on decolonization since 1998. Governor Eddie Baza Calvo intended to include one during the island's November 2016 elections but it was delayed again."

"US Pres can dissolve the parliament of American Samoa and no act will become law without his approval. The High Court of American Samoa is the highest court below the United States Supreme Court in American Samoa."

Although Oz has done all that's possible to stop the Gov Gen having dual citizenship and keeping the British monarch 20000 kms away , it is still a Pom colony . In 1975 the Crown acted against the advice of PM Whitlam and brought in dictator Fraser . An isolated act of colonial power proves the legal position and is the same today.

"Appeals from the High Court to the Privy Council are now only theoretically possible in inter se matters if the High Court grants a certificate of appeal under section 74 of the Constitution. "

A tiny power is still a legal power. One policeman who arrests a gang of 99 crims has the authority of the State behind him. So North Korea threatened both the US and British Empires of Guam and Australia. There may be a Korean empire of melted glass but it will need to defeat imperial navies.

It's not that simple. Australia is funded by China with US-funded bases at North West Cape and Pine Gap. Korea's smiling boy will need to play off the 3 empires of Oz.

"Richard Tanter , Nautilus Institute for Security and Sustainability .
"As Hillary Clinton asked Kevin Rudd, how do you get tough with your banker?
As Peter Van Ness, a veteran ANU specialist on Chinese foreign policy put it to me recently, “From China, the problem is not American bases in Australia, it is that Australia is an American base.”
