How can laws help in rearing children to become well adjusted adults in Australia?

We all know that laws are important to complement families in their dificult task of rearing children, so they can well adjusted adults someday.

My question is how can law do so to help youth in Australia? creates what sorts youth programs? Any opinion?

How can laws help in rearing children to become well adjusted adults in Australia?...Make people do a course and obtain a parenting licence before being able to breed. Redistribute the money being given to children for having children to those people who are REALLY struggling with a young family, mortgage and both having to work because of the cost of child care. Take the child care subsidy off the unemployed and give to the young families previously described. Encourage people to work, not to stay on the benefit and mooch off society becuase of the large payments. Make buying a house affordable, that will encourage people to work towards it and become a role model to their children in the process. I've got lots more.
