My understanding is that it is a 'voluntary' code because they entered into it voluntarily. I haven't seen the details - are there consequences for abuses, at least in principle? The sense that it's 'better than nothing' is an interesting one. It's either good - i.e. it achieves something - or it's worse than nothing, because it provides the illusion that some assurances have been made when, in actuality, none have.
