Revealed: Italy's plan to become the financial capital of the world

But that is a mistaken view. Italy's current financial travails reflect the mistakes of the past. A brave new Italy was born this week, one that is well placed to take on the entrenched financial centres such as London, New York and Hong Kong.
Here's what the Italians did:

Six Italian scientists and a government official have been sentenced to six years in prison over statements they made prior to a 2009 earthquake that killed 309 in the town of L'Aquila.

At the controversial March 31 meeting in L'Aquila, earth scientist Enzo Boschi, a defendant in the case, acknowledged the uncertainty, calling a large earthquake "unlikely," but saying that the possibility could not be excluded. In a post-meeting press conference, however, Department of Civil Protection official Bernardo De Bernardinis, also a defendant, told citizens there was "no danger."

In essence the scientists are to be jailed because they expressed the view that a major quake was unlikely. Their qualification, that they could not rule out the possibility of a major quake, did not save them from being sentenced to six years in prison.
On the face of it this seems absurd. However, now consider the following. Who would you be more inclined to trust to warn you of impending pitfalls when considering buying a mortgage backed security:
A ratings agency based in Italy that employed only Italians?
OR
Standard & Poor based in New York?
Now you get it!
I hereby propose that the following clause be added to the Australian constitution:
Only Italian citizens resident in Italy shall be eligible for the post of Federal Treasurer.
