It's not just the rate so much as the gap between the rate of increase and the rate of government response: what sort of difference do the various mechanisms and remedies and policies implemented by governments make ? Are they closing that gap, or making no difference ?
If they are making no difference, then it doesn't matter how small the rate of increase is, it is extremely serious.
If those measures do make a difference, then the question is: can those measures close the gap, and how quickly, no matter how great the rate of change might be ?
And how will we know, one way or the other ?
How's that ? Does that make sense ?
Cheers,
Joe
