Misunderstanding Climate and CO2?

It is a problem, which has to bee discussed separately, wether folks may trust politicians or not. But if they trust politicans, folks will not anticipate strongly, but normally will exspect, that politicians tell the truth. But do the politicians know the truth themselves?
In this context the german minister for environmental affairs did not divide between carbon (C) and carbondioxide (CO2) and as well not between "carbon market" and "CO2-trade".
Many people will have learnt in school, that there is a large difference between both. What did the german minister learn in school?
May be, that the word "carbon trade" can enjoy an international establishment, but this was wrong in the past and will be wrong future. It could even effect some sleepless nights for jewellers, , if they hear something about political goals concerning the reduction of the carbon market's volume. Jewellers make business with pure carbon.....
Also german folks could read in an article of the federal department for environmental affairs* in its first sentence, that "climate change is already taking place in Germany and the first effects can be felt today." Such announcements are good to make folks stupid.
What is right? Climate change is part of earth history and when the first effects of climate change happened, neither Germany nor men werde existing, but perhaps the first unicellular organisms, which have been physiologically unable to fabricate a pure nonsense like that, you hear or read from Germany's environmental department.
So between all distinguished discussions about CO2 at the side of (sometimes so called) experts and the side of "normal folks" a large gap must be filled with understandable and true communication before any real convincing success should be noticed in the international climate politiy.
