Ian Thorpe. Why are the French and Fina so vindictive?

According to the tabloid magazine: French sports daily L’Équipe, Ian Thorpe "tested postive" to enhancement drugs last year.
We now, after this clanger, hear from the Garvan Institute: part of Sydney's SVH, that there was absolutely nothing unusual about Ian Thorpe's blood at all, and the testosterone levels were within normal readings. Even PM John Howard agrees that there is no evidence.
Of all people, how could the French have the audacity to pick on Thorpe?
The last "Tour de France" had over 120 postitive drug tests of cyclers in the race. The French, of course, scrambled for excuses to defend their sport.
The NSW NRL is plagued with drug abuse, rape allegations, violence to police, assault caused by drugs, and the list goes on and on. Unlike Fina, the NRL has a confidentiality clause, has a cone of silence and is always defensive about their players. So are the Australian Cricket organisers.
So what about Fina? This allegation itself is a scandal. I hope Ian Thorpe sues for defamation of character as he didn't deserve this. Such a harmless gentle giant, maybe be a little confused, but as far as evidence suggest, he is absolutely innocent.
I wonder if other teams have sour grapes. I wonder if Fina turned on Thorpe in a malicious revenge for retiring earlier than expected. If they can't make a fortune out of him, they try to destroy him.
If this is so, then surely the ethics of sport need to be seriously reviewed to protect people's integrity.
