If Rudd had 58 VOTES and Gillard 41 VOTES you would be correct in saying that he was 17 votes in front, however we are talking about percentages, not the number of votes.

58% is 41.4% higher than 41%

Do the math, 41 x 41..4 divided by 100 = 16.974, or 17 in round numbers.

Percentages can be confusing at times.
