A 14 year old may well be allowed to drive a car, a foreign 14 year old would not be allowed to vote anyway. In some countries where people are expected to grow up fast and help their family work, a 14 year old may well be regarded as an adult (and Indonesia seems to feel that way).
And the majority of those who would be a 'regular' 14 year old has the exact same mental faculties as an adult- they simply lack experience (and no, people do NOT actually need experience doing the wrong thing to know not to do it).
