Our relative emissions may seem low but that's also because most of our manufacturing has been outsourced to China and India and they have to wear the carbon they produce on our behalf.

Also, if our major trading partners go ahead and introduce limits, how long before they notice we are doing nothing in return?

I suspect they will have to apply economic sanctions against our exports until we fall into line with them and then we will be faced with a massive catch-up scenario which will be far more expensive to implement.
