A trilateral agreement between Japan, NZ, and us was going to save southern bluefin tuna stocks from collapse by introducing individual tradable quotas. Japan simply buys southern bluefin from Taiwanese fishermen, though they probably have to be even more sneaky nowadays.
The climate is going to be saved by an ETS, and I'm sure it really has nothing to do with the billions of dollars they'll rake in. At least they will put a glossy ad on telly to make me feel contented like all the other lemmings.
