we focus on narrow definitions of crimes,or definite petty crime..done mainly by the poor to survive...who when they get caught by and large dont have the legal representation in the courts the wealthy have...

its often cop a guilty plea or we will bust your wife as well...yet the rich get away with the things poor simply cant..plus at the end still keep their stolen advantage...

its easy to take say a vehicle from a poor person, who somehow ended up bying a stolen vehicle/rebadged i think is the term...then leave it stitting in an evidence yard,..for years while the justice system does that it is designed to do..lock up the poor and let the rich do as they chose
