Yes, there are, including a need for "lebensraum" as the population demands ever-more resources to fuel their unsustainable lifestyle and the threat posed to the State by large numbers of very disadvantaged people with little left to lose by creating civil unrest.
There are a couple of differences, too, including the massively armed civilian populace and the incredibly racially and religiously polarised nature of that populace. Ghettos already exist in every large and most small US cities, for example, and very many areas are almost exclusive enclaves of particular religions or races.
I think Obama is doing what Bush would have liked to, but lacked the authority to be able to implement. He may already be too late.
