You need energy to convert water to hydrogen and oxygen and get the same energy back, minus the bits that get lost through heat and friction. Without an external energy source, this car will go nowhere.

There are thousands of useless patents in the patent offices. You don't have to prove your idea will work to take out a patent. It just needs to be novel. Most patents never turn into real products, either because they don't work, don't work well enough or are too expensive to make work. No conspiracy needed.
