Funny how this discussion started because I was accused of being heartless towards the victims of the 9/11 attacks.

It had never occurred to me until now that GWB was not the (direct) cause of Hurricane Katrina or the Boxing Day 2004 Tsunami. And as he clearly was not it also logically follows that his administration could not possibly have carried out the 11 September 2001 terrorist attacks.
