"The ASX Disciplinary Tribunal (“the Tribunal”) has determined the following:Westpac Securities Limited (“WSL”) has been fined $8,500 (plus GST) for contravening Old ASX Business Rule 3.8(1) by failing to immediately dispatch confirmations in respect of equity securities transactions executed during the period 24 March 2003 to
10 March 2004, and ASX Market Rule 7.9.1, by failing to send confirmations as soon as practicable after..." - ASX

- Is this level of fine appropriate to deter a company the size of Westpac from multiple infridgement activities?

Whether the fine is $8500 or $850 million, you can be sure that Westpac won't be passing this cost onto its shareholders. You know who normally has to pay for bank's mistakes.
