Queenslander Brian Mullery was among the 89 people killed, and Perth man Robert Borland survived the disaster, along with 41 others.
Mr Downer said his department believed there were no other Australians on board the One-Two-Go flight that veered off a runway on the resort island in Thailand during a fierce storm.
"We are pretty satisfied there were just the two Australians on the plane," Mr Downer told the Seven Network.
Thailand is expected to respond to Australia's offer of a forensics team, expert in victim identification.
Mr Mullery's family is expected to travel from the Gold Coast to collect his body.
By contrast, Mr Borland's family is searching for the mystery saviour who pulled him from the plane's flaming wreckage.
"From what he's said he crawled across the plane and a mystery passenger pulled him out, which is just unbelievable," Mr Borland's niece Kylie Borland told the Seven Network.
"We want to thank that person for what they've done, they are a hero.
"If they hadn't have been there to drag him out, I would hate to think of the grief we would be going through now.
"We are just very thankful, and he is very, very lucky."
