Instead of focusing on the production of greenhouse gas emissions Australia should be looking at reducing carbon consumption.

While I agree that an ETS where emissions are based on consumption is better than one based on production, that is not what we should adopt.

If the rest of the world starts their ETS soon, then there is no difference between consumption based and production based. If the rest of the world does not start their ETS soon, then we should abandon ours and focus on adapting to climate change.

A production based ETS is much easier than a consumption based one, so lets have a production based one, with some temporary compensation to trade exposed emissions intensive industries while the rest of the world gets their ETS going.

why worry?

policy produced by politicians will be ineffectual, regardless of path taken.

why talk about it?

you won't be consulted, so forming an opinion is a waste of time.

There is a solution to the prisoner's dilemma or tragedy of the commons and it is easy to implement.

Reward people for consuming less energy but require them to invest their Rewards in the market place for infrastructure to either reduce energy consumption or to generate emissions free energy.

How does it solve the tragedy of the commons? It says that if you do not use as much of the commons we will reward you but in return you have to make the commons bigger. A win win situation.

Back of the envelop modelling show that we can achieve a zero emissions economy with existing technology within 20 years with no increase in the price of energy.
