Jim, After being involvled in all those committees, did anyone come up with the disarmingly simple solution found at Art. 42 "Tasks of the Confederation" in the 2001 Constutution of the Swiss Confederation.

It says, inter alia, "It [CH] shall assume the tasks which require uniform regulation."

To Third Try, Assumption of tasks that require uniform regulation is surely more difficult in Australia where legal action is usually required through the High Court - that is if prolonged consultation and negotiation processes have failed, for axample through the Council of Australian Governments. The Swiss system may be workable in Australia, after constitutional reform.
