Business has much to teach government when it comes to innovation.

Alas, the good ideas that are submitted would then have to go through the committe process where they would be subject to alteration to fit the philosophy of the government in power at the time. IF anything finally comes out is likely to now be a bad idea, unworkable or both and result in more taxation of one form or another.
The better solution is to allow private enterprise to put the good ideas into practice AT ITS OWN EXPENSE and charge for the product or service in question. If the result is failure of the venture then citizens are not forced to pay for the mistake as currently happens with state promoted enterprises.
"TOYING WITH GOOD IDEAS" is an appropriate title for this article.
