Labor has only ever had one policy on health and education: throw more public sector money at them. Mark Latham was the only Labor politician in the past decade who thought seriously about health and education, and look what happened to him! Mark's support for 'managed competition' in health care based on consumer brokerage to rein in the supply-side gouging of the public health spend, was never understood by his own party. Managed competition remains the only credible health policy framework to emerge as an alternative to supply-side socialism and AMA-sponsored corporate welfare for the medical profession.

On education, Mark's sin was to speak the unspeakable: it doesn't matter whether schools are publicly or privately owned, so long as they are responsive to the preferences of parents. That too was anathema to the ALP.

So yes, Phil, let's have a public debate about health and education so that some credible policies can find their way into the political arena.
