A base line for a properly drafted law should should be viz:

(1). Protect people from demonstrable harm , and

(2).Preserving their right to challenge authority, question official narratives and debate unpopular ideas.

The question for Parliament is whether the legislation provides enforceable guarantees of both, or asks Australians to trust that those entrusted with its powers will never abuse them.
