Mostly good points.
We could achieve a lot more by teaching people how to drive properly starting with what a vehicle is and how it operates. More emphasis on the three "C`s", Courtesy, Consideration and Common sense. Put every hopeful driving student through a psychological test to weed out and ban those who exhibit aggressive and other less desirable habits. Standardise driving instruction formats and remove parent instruction which, more often than not, just passes on and solidifies bad habits. Replace with properly certified and regulated instructors. Yes, it will cost a lot more but what is the price of a life? One thing impossible to control is the attitude of a human. We are stuck with that.
