BK sounds suspiciously like a common, off-the-rack hanger-on searching for loopholes to exploit rather than close !

This submarine debacle would have never arisen if people who would have been engaged rather than the experts !
As I stated a number of times already, forget submarines, establish coastal missile stations for a lot less $'s & the hassles of operating subs.
Can't anyone see that ?
