Is it ethical and moral for wealthy countries to subsidise 'green' energy while encouraging exploitation and environmental degradation in the developing world?

Anyway, an interesting question which arises is; with what product do we seal our roads when the “Luddite” Vandals finally force the increasing minority of the excluded into poverty by mandating the use of renewables, dictating an end to the oil industry.
