I believe that cultures do often have views that can be legitimately stereotyped, but I can't think of a culture that deserves to be genocidally destroyed, under the auspice's of anti-racism or anti-terrorism. Sometimes they may need to be managed at their borders. Plainly a culture that allows it's people to attack it's neighbours is conducting war by proxy. But you see this sort of thing in courts in the west. One Party A attacks or is perceived to attack another Party B, so then Party B conducts a counter attack. There are many variations on this theme- the dominant party may see their actions a right of dominance- the submissive party may see their actions a right of the submitted- etc etc. Political philosophers such as Hobbes talk about the valid and invalid rights of the dominant. Others such as Marxist's seek to deny the difference of dominant and submissive by nihilism.
The Chinese enclosure and dominance of the Uyghur's in the 150 years since western colonialism in 1845 and the rise of Maoism seems to be a geopolitical effect.
There is a view that European Colonialism (White Colonialism) modernized other parts of the world and brought them into the industrial age. Currently many if not all of the colonies have significant territory with which to preserve their cultures, but many choose not to preserve it, choosing to relocate to White Western Nations.

One notable case is Africa, 4x the US's land area with 4x the population- yet they still claim that they have been disadvantaged and marginalized. They should be marginalized and managed if they can't control their own population. Unfortunately they have been allowed to spread their culture and dominate other parts of the world.
