Since 2006 our population has been susceptible to spikes, then estimated population too, since the NOM net overseas migration is presented as permanent migration, but it's not.

Retirees are directly and indirectly dependent upon budgets supported by working age PAYE, GST etc. taxpayers, and the NOM 'churn over' are net financial contributors because majority do not and cannot remain in the country (alternative? Decline in services &/or rise in taxes).
