Yes…To be used up for Political purposes, and in order to achieve that usefulness to politicians the Cargo Cult mentality has been woven into their fabric of life.
Aboriginals themselves are uncaring of this reality, since the raining of endless streams of money over them is gleefully accepted, however by our normal societal standards is way overdue for auditing and reconsideration of the value for money in the investment.
So you can see the two standards or points of view conflicting in the balance, are the political usefulness to politicians with hidden agendas, and the observation of the larger society otherwise conflicted with their own problems of day to day survival, with mostly limited means to achieve it, and Government funded safety nets for themselves fast evaporating; ignored by the political class who simply view the plight of the majority as unimportant outside a usefulness for capitalising on a vote alone.
