Probably so, that would be the best SYSTEM, but being bound by a system and binding everyone else by it, is not the best.

These are not contradictory: one can be INTERESTED in the idea of liberty, yet be GUIDED by the concept of not doing harm.

"citizen" and "right" are later secondary concepts that exist within a given system. I don't mind what is contained within a system so long as all those who are subject to that system participate in it voluntarily. What is essential and primary is the freedom from the imposition of any system.
Even in your example:

Once someone has used their liberty to make the free choice of becoming a citizen, once indeed that is THEIR government, they should no longer complain about being coerced!
It seems that some quasi-libertarians want to eat the cake and have it too.
