Well, yes/probably. Changing the PM was the key in sport mad Samoa. And could also work in the Soloman Islands. But I don't know what sport dominates there. possibly soccer.

But we must wait for a democratic and delayed election to see what transpires there and how much the current and clearly corrupt PM will concede to China in return for a comparative pittance of personal dollars.

It just goes to show that rugby is a game for physically massive people like Pacific Islanders, not a game young white boys want to play anymore.
