No, it looks like very specific criticism of America. Not all predominantly white nations have a guy named Donald Trump as their president. Not all predominantly white nations have a place called Hollywood where they make superhero movies, or a state called Michigan. Not all predominantly white nations had a revolution against the British in 1775. Not all predominantly white nations have created a superhero with the rather telling name of 'Captain America'.
In fact, if you pay attention to all the little clues that the author has written into the article and then, as Mr. Holmes suggests, start by eliminating the impossible then eventually you will be left with the inescapable conclusion that she could only be talking about the US. And since most of the western world is NOT America, interpreting highly specific criticism of America as criticism of the Western world is unsound reasoning
