I find after so many years and so many of them to do with govt's, both here and abroad, I'm sorry if I sound cynical, but it comes with first hand experience.
I admit that ALL govt employees, minsters included, make mistakes. After all they are just people.
I feel there is always a back-hander of some kind, not always cash. It's just that they are getting better and more imaginative at hiding it.
