Well he had to be born somewhere!
Freezing their assets won't do more that make a terrible position far worse and even drive them into the arms of sword wielding Islamic fundamentalists?
As always, you catch more flies with a teaspoon of honey than a whole jar of vinegar!
I would do something very different. Like build and gift a (super fuel,) [green energy,] thorium powered nuclear reactor. Then use some of that, cheapest possible, walk away safe, clean energy to desalinate copious water, thus allowing a significant section of Libyan desert to bloom and feed desperate folks!
This then is the Christian way and completely opposite to what our enemies would or can countenance!
Simply put, this is a life and death contest of philosophies, that can only have one, them or us outcome! And needs to start, with strategies that win hearts and minds, not poison them!
Freezing an effectively impoverished nation's assets is never ever going to be one of them, but rather, the proverbial red flag to the bull!
Give them something to lose, if you want them to care!
