Article 22 of the League of Nations splits the Mandates into three categories. Palestine's best fit is the first category. From the outset that first category became known as Class A mandates, as can be seen from the 1922 New York Times article, long before the UN existed.

The 1937 Peel Commission Report was ignored in full and superseded by the 1939 White Paper that was enacted by the British Parliament and called for one independent Palestine to be governed by a simple majority. As the Jews were in a minority at that time, there was no way Palestine would have been a Jewish state. The only difference between Palestine and the other Class A mandates was that Britain was stalling desperately for time until the rampant Jewish immigration policy could deliver a Jewish majority. All the Peel Commission did was try to create a minor Jewish state by gerrymandering a new partition to create a Jewish majority. That partition and its consequences would have trashed many of the articles of the Mandate. By 1939 after investigations into a plethora of partition proposals, the British government accepted the reality that the imagined partitions were unworkable. That is why they ignored in full the Peel Commission report and enacted the 1939 White Paper which remained in force until the end of the Mandate in 1947.
