Karen is at the mercy of her adoptive family's personal spending habits, which often take priority over her disability needs.

I cannot understand how the police would not allow an adult, independent woman to make a statement in private. The opposite is generally true. Police refuse anyone else to be present unless the person is a minor or unable to speak for them self.
However, if all else fails, surely the woman could find a lawyer to take on her cause. This would ensure she had access to all her rights.

Looks like criminals successfully outsmart government agencies

and the Victorian Minister for Health, Jill Hennessy, is ducking Ministerial responsibility. See that Minister's details here http://www.vic.gov.au/contactsandservices/directory/?ea0_lfz99_120.&organizationalRole&b72724f2-1db2-4b9f-b226-7f05e1c8ad54

Hear, hear and well said Patrica!

People who need braille devices to communicate! Can be rendered mute by having their electronic keyboards removed by their carers?

And shouldn't ever occur in the land of the free, or a better yet again, Australia!

As for embezzlement? If the Money is placed in the (self appointed?) carers account to disperse as they see fit and with the governments blessing? It's hard to see how a prima face case of of embezzlement could be put, let alone proved?

That said, your point of independent at arms length oversight is well made! And needs to be officially implemented ASAP! And not the literal years this case seems to be taking to just fix?

Solution? Move Karen, who is not in any way shape or form, intellectually disabled! Into her own apartment and remove the (self appointed?) foster parent(s), [not (a) blood relative(s)], visitation rights or any element of (unlawful?) financial control from them/her also! Leaving Karen with a, bio metric protected, recording (silent witness) device operated by her alone, to approve/allocate all spending, on her nod!

For a young woman to be held incommunicado, with her (untested, unproven) alleged consent? Is completely beyond the pale! And must be immediately ameliorated without further ponderous, glacial speed, bureaucratic delays?

How many years has it been since this appalling (hostage?) case was brought to the public attention?

Stop prevaricating Mr Andrews!

A young kid that was given a motorbike by his parents somehow got in the way of a truck on a bush track ans is confined to a wheel chair.
I presume there was a payout as all of a sudden there was solar power on the roof and a swimming pool in the back yard with all the trimmings. No sign of a hoist so the now young man could get to feel the water.I thought that was narrow minded of them.
