But, Tim, the QUT case was thrown out by the courts - although an appeal is pending - after the HRC were unable to bring about conciliation and the Leak cartoon had it ever been tested in the courts would undoubtedly have been caught in the exceptions of 18D.

There is no need to change the RDA and this article fails to develop a cogent argument for doing so.
