The provider receives additional subsidies when a resident is reclassified as requiring a higher level of care, staff levels rarely change.

The crux of the problem and most of the no essential added cost is due to the imperatives of the profit motive and connected vested interest! Shareholders and CEO's maximised returns! If Aged care was entirely not for profit? And it could be?

All the available means tested funding could and should be directed exclusively at the aged! Who would then be free to pick and chose from servers? Or much more expensive residential care when and if appropriate? Who seem to think it is all about them!
