A sudden surgical strike, just like the very proffessional one that eliminated Osama Bin Laden! Failing that a cruise missile delivered through his bedroom window while he slept, or a bunker buster bomb, delivered as he hunkered in a bunker? And righteous action that requires good intell that minimises civilian casualties as the first part of any such operation.
While we've removed mass murdering dictators before, we haven't always completed the mission, which must include a UN sanctioned peacekeeping occupation force until free and fair elections have been held and a law and order force has been locally recruited and deployed.
And guaranteeing all the power they need to police the country and guarantee freedom, by the west/UN assuring the newly elected government, that we will return, if some new tyrant or warlord attempts to undo what was done.
Even if that requires the removal of the power of veto, from countries that have less than perfect human rights records?
The template is in the way we managed a peaceful transition in East Timor?
And this is where we have failed in places like Libya.
