Considering that the "salary" that the African leaders get paid and on which they pay tax forms only a tiny percentage of the money they get. The vast majority comes from corruption.

I can see you just want whats best for your country, and that this is your first article, so I'll go easy.
I think you'll find that even though Obama and the Queen pay tax your not seeing the full story. Just the travel expenses for Obama to play golf are over a million dollars and the Queen gets given about 50 million pounds a year. Ireland finds it hard to assert democracy after 800 years. Africa had despotic chiefs or sultans or armed fortune-hunters ..er.. white colonials. Hey hey, one leader pays taxes. That's tremendous and way to go. If China just keeps paying the revenues for black Africa and white Australia, um....

However,I think we need to continue to use non government NGO's to continue to educate women, and indeed insure that modestly funded micro loans help myryad rural and village communities, before finally exhausting, develop some sort of self sustaining economic structure, that could be the framework/example and support structure for even greater enduring success/development?
