It's not culture we need but informed legislators who use their powers to create the conditions needed for ordinary folks to have a go! Many startups will fail. for two principle reasons; undercapitalized and or mismanaged!
A helpful government could ensure that these two culprits were eliminated as causal!

On top of that we need to return to publicly owned and supplied energy to keep cost as low as possible but particularly; energy dependant high tech operations.

Long overdue tax reform would help, as would the complete rollout of fibre to the home NBN! In conclusion let me say this, those startups that do succeed often do so spectacularly and therefore worth persisting with!

And co-ops were the one form of free market capitalism that largely survived the Great depression intact!

All that missing here is genuine Leadership, but plenty of obstructionist departments with their innumerable regulations and the hungry hand out!?

Culture will never ever be a substitute for long overdue courageous Leadership!
