Indonesian government does not plead for all Indonesians on overseas death-row, only for those with questionable guilt or other mitigating circumstances (eg Indonesian domestic worker in Saudi Arabia who killed her employer in self-defence against rape and abuse). Sometimes Indonesian govt pay blood money to save such special cases from death penalty.
For Indonesian drug dealers caught overseas, Indonesian govt only help with providing lawyer etc which is standard practice for any country's diplomatic service.
