Managerial policies can devalue, and further disempower, the lives of people with physical disabilities by regulating different kinds of support by reference to a generic 'disabled' category.

Here's an idea. Tax the billions of dollars of currently tax-free corporate profits made by the religious corporations who receive tax payer handouts to run their "charitable" works, and use the tax to improve things. I am amazed and full of admiration for what Peter has achieved in his life despite the difficulties. He is unlucky to have acquired this disability, but lucky to have it in a country that has policies assisting him to do so much. Increasingly few countries are supporting disadvantaged people. We must continue to agitate for at least maintaining the status quo.
